The Substance Abuse Program Manager will be responsible for implementing AccessHealth’s Opioid Targeted Response (OTR) program. This supports the expansion of access to mental health services, and substance abuse services focusing on the treatment, prevention, and awareness of opioid abuse, and their integration into primary care. This is a supervisory position and reports to the COO.


This is a 2 year, grant funded position, supported by AIMS – Access Increases in Mental Health and Substance Abuse Services. 


We are searching for a highly energetic, self-motivated and engaging professional. This is a fast paced project, and we need someone who can hit the ground running. The scope of the OTR program includes overseeing the design, development and implementation of initiatives that will streamline access to care for people with Opioid Use Disorders (OUD). The Program Manager will develop an effective model for communication, service planning, and service delivery for individuals with OUD.



  1. Design and ensure fidelity to the OTR Comprehensive Care protocols.
  2. Coordinate program initiatives with other stakeholders.
  3. Provide education, and program assistance to behavioral and physical health care providers.
  4. Establish protocols for coordination with new stakeholders.
  5. Create outcome measures, design assessment tools, and conduct fidelity assessments
  6. Maintain positive relationships and collaboration with program partners.
  7. Participate in strategic planning and long-term sustainability goals for the AIMS grant.



  1. A Master’s degree with a minimum of three years’ experience in a clinical or healthcare administrative setting; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of this position.
  2. Licensed Chemical Dependency Certification preferred.
  3. Knowledge of SAMHSA Evidence Based Practice models and fidelity assessments
  4. Knowledge of Medication Assisted Treatment for Opioid Use Disorders
  5. Knowledge of Integrated Healthcare and Community Behavioral Healthcare Systems
  6. Conflict resolution and meeting facilitation skills
  7. Comfortable with public speaking
  8. Ability to successfully lead and manage staff
  9. Exceptional communication skills, both written and verbal.
  10. Ability to organize and prioritize work to meet contractual deadlines.
  11. Ability to work independently and make independent decisions.
  12. Proficient use of a variety of computer based technologies including Microsoft Office products.
  13. Advanced skills in report design and presentation
  14. Advanced knowledge of Microsoft Word, PowerPoint and Excel
